Who watches the watchers?

Ok, let's say, hypothetically, a 'friend' of mine sees a police officer breaking the law. Now, I guess my 'friend' seems to have some sort of skewed viewpoint here, but my 'friend' thought that those whose job it is to serve and to protect were supposed to not only enforce the law, but obey it...

Guess my 'friend' was wrong again...

And to make matters worse, this 'friend' wasn't really sure what to do...

Should some sort of report be made? Will anything be done? Will my friend's name be put on a list? Will he be stopped by the police one day? Is it worth it? Should my 'friend' turn his head, look away, and forget about it?

Is this too paranoid?

Yeah, who watches you is something to be concerned about, but even more so is who watches the watchers?

Yes, this is the kind of stuff that worries me...
